BEWARE of dog smugglers!
Never ever buy a dog from a person on the street! There is a risk that you get a small dog who has been smuggled into the country. This dog has, with big probability, had a really ruff start in life. It hasn't been with its mother long enough, it hasn't been fed properly, it hasn't beed dewormed or taken care of. Very often the puppies have been druged to be quiet during the transportation. Maybe the puppy carry diseases that forces you to put it to sleep after just a few weeks... and so on......
No matter how cute the puppy may be - NEVER buy a puppy from a unknown breeder who offers to bring the dog home to you or meet you halfway. It is important to know where the puppy has been raised, what the parents look like - but mainly it is important not to be a part of the dog smuggling industry. The dog smugglers buy and sell dogs just for one reason - to make money. They don't care about how the dog feels, they don't care what home the dog gets to, they don't care if the dog just lives for 5 month. The smuggling is CRUELTY TO ANIMALS - it's all about money!
The smuggling of small dag is increasing these days. The reason for this is that people (as you and me) buy small dogs from unknown people "on the street".

REMEMBER - you don't save the puppy from a terrible owner when you buy a puppy who has been smuggled into the country. You CONTRIBUTE to the dog smuggle industy - the result is that more and more dog takes into the country in a really bad way. If you buy a smuggled dog you contribute to cruelty to animals! Please - don't do that!

It is really awful that people can treat dogs in this way.
Always be careful when you buy a small dog. The small dogs are more expensive and the puppies are easy to hide through the customs that's why it's most common with smuggling of small dogs. Always use your common sense when you buy a small dag. Ask for papers, health certificate from the vet, ID number and a purchase agreement. If you feel that the seller isn't serious - don't buy the dog. There are other dogs.... :-)
It is also a risk of spreading diseases when you bring a puppy from abroad into the country. There are rules for this - and there are some really good reasons why there this rules exists. Dogs could bring dangerous diseases into the country - rabies is one risk that shouldn't be taken lightly.
Some countries are discussing if it should be made illegal to buy smuggled puppies. So BEWARE of dog smugglers!
